The First Selangor Plan, 2021–2025 (RS-1) is a comprehensive five-year development plan with a vision to make Selangor a smart, livable, and prosperous state by 2025. This plan sets the strategic direction for the state over the five-year period.

The main focus is to position Selangor towards driving sustainable economic development through catalytic or transformational projects, digitalization initiatives, talent development, and technological advancement programs.
