Implementation of RS-1 and the Core of the Halal Industry Standing Committee (JKTIH)

The First Selangor Plan, 2021–2025 (RS-1) is a comprehensive five-year development plan with a vision to make Selangor a smart, livable, and prosperous state by 2025. This plan sets the strategic direction for the state over the five-year period.

RS-1 outlines five key themes, with the Halal Industry identified as one of the Priority Sectors under Strategic Pillar 1: Economic Strengthening. The main focus is to position Selangor towards driving sustainable economic development through catalytic or transformational projects, digitalization initiatives, talent development, and technological advancement programs.

CRA was introduced in 2019 and was initially developed by Aspire Flagship Sdn Bhd (AFSB). At that time, CRA focused on three (3) main halal certification schemes, namely Food & Beverages, Cosmetics, and Pharmaceuticals.

In 2023, through the Mid-Term Review (MTR) of the First Selangor Plan (RS-1), Y.B. Tuan Dr. Mohammad Fahmi bin Ngah, EXCO for Islamic Religious Affairs and Innovation Culture, elevated CRA as one of the Programs, Projects & Initiatives (PPI) under the Economic Pillar for the Halal sector in RS-1.

In 2024, CRA was enhanced based on the Manual Procedure for Malaysia Halal Certification (MPPHM) 2020 with the addition of six (6) more halal certification schemes: Food Premises, Logistics, Contract Manufacturing (OEM), Consumer Goods, Medical Devices, and Slaughterhouses. These improvements have made CRA comprehensive, covering all nine (9) Malaysian Halal certification schemes.

Specifically designed to help entrepreneurs evaluate their readiness before applying for the Malaysian Halal Certification (SPHM).

The assessment is based on the following key requirements:

  • Malaysian Standards
  • Manual Procedure for Malaysia Halal Certification (MPPHM)
  • Malaysia Halal Management System (MHMS)

Developed to cover all nine halal certification schemes under SPHM:

Encourage applications for Malaysian Halal Certification (SPHM), especially among SMEs;
Provide online self-assessment accessible anytime and anywhere;
Assist applicants in understanding the requirements for Malaysian halal certification;
Identify non-conformances before submitting the SPHM application;
Help SPHM applicants evaluate their readiness prior to application;
Reduce the risk of SPHM application rejection
or failure.
